    Halo MCC bugged when i tried to download it, how do I fix it?


    I have tried everything from this post,

    and several others stating the same thing.

    I attempted firewall rules, and interactive firewall monitoring. I allowed all that had to do with Xbox or Microsoft.

    The download gets to about 900MB and 930MB then stops. error 80190193 on Xbox App. MS Store says "Forbidden (403). (Exception for HRESULT: 0x80190193)

    I've tried for 2 hours.

    Please help.

    I am able to download every other game without issue. For some reason this is the only game that gives me problems on multiple PCs.

    I tried the above suggestions, here is the output,

    It looks as though msiserver is not running. Same with bits. Could this be part of it?

    Also, would Halo be downloaded from another server than say Skrim, or Starfield?

    I am able to download the MCC without issue on another router/hotspot, so I know that it is related to my routers firewall and not my AV firewall.

    Are there IP addresses that need to be allowed? Any MCC specific server addresses?

    The Akamai IP that was blocked was the only outgoing request. However, it was an intermittent block. I could not replicate with 2 more download attempts. I did a bit more troubleshooting with your help narrowing down my suspicions. Here is was I saw in the web filter logs:

    It seems as though the web filter is allowing some, and warning others, I assume since there in no interaction for the warning from the client the download is stalled and dropped.

    Now, I set up this IP list:

    And used it in this rule:

    Then tested against my local machine and the local network. Local network was blocked, as expected, local machine was accepted.

    So far so good. 20% downloaded and counting.



    Hopefully this helps anybody with this particular issue running a commercial firewall at home.

    From the available information, network factors as well as anomalies in the update component are potential factors associated with this issue.

    Before proceeding further, we recommend creating a new Profile, which will help minimize the impact of account Profile anomalies as well as some third-party software.

    Create a local user or administrator account in Windows - Microsoft Support


    Additionally, performing basic network steps can help minimize the impact from the network cache level.


    In addition, as mentioned by another member, network factors are also important in relation to the game download process.

    Observations of the download process under hotspot or USB shared network help to validate the speculation of network factors.

    Another possible but less common factor is the nature of network isolation in the UWP architecture.


    You mentioned "this is the only game that gives me problems on multiple PCs.".

    • If the PCs are on the same or similar network, it'll be necessary to consider whether the router's network configuration includes a specific network access policy.
    • If the PCs are in different network environments, you may need to consider whether the parameters of the server used to transmit data related to Halo: The Master Chief Collection are configured abnormally.

    Does this error really indicate a problem?

    It's really vague. Says it made some changes. Windows update says I'm up to date. No firewall IP blocking going on. Updates work just fine.

    The first output is good, however the Windows update should be troubleshoot and this no longer just an issue caused by launching a game but there is much more that requires further troubleshooting for your Windows.
