GTA online - can only lead Prison Break despite already completing it

So on GTA Online I've begun doing the heists and I have already completed The Fleeca Job twice and completed The Prison Break both as a crew member and as a leader. I got a call from Lester about another job but the call was exactly the same as the
one I received before I started The Prison Break and now when I got into my heist planning room I only get the option to start The Prison Break again and not the third heist The Humane Labs Raid.

I have just purchased the $240,000 apartment and I haven't yet completed the Humane Labs heist finale as a crew although I have already completed all the setups as a crew member. Do I have to have completed the heist finale as a crew member to gain access to
leading this heist or is my game glitched?

Online Achievements popped?

Only 2-3 of online achievements unlocked for me, however there are some that haven't, including the achievement for completing the intro to GTA Online, despite transferring a level 45 character.

 

Why can't I host my own heists?

Hey everyone. I'm having some trouble with my Gta online heists. I am level 42 and have a high end apartment with the planning room. I have done both the flecca job, and the prison job, but when I want to replay heists when I call lester, I can only play
the flecca job. Why can't I host the prison job? I don't believe I did all of the setups for the prison break. Is it impossible for me to host it from now on? I really need some help and don't understand this. Do I have to do them all in order? Thanks

I do, but when I go into my heist planning room it says "It will cost $40000 to set-up The Prison Break, do you wish to continue?". I have already completed this heist as a leader and want to move onto the next one.
