    Have you tried doing a Hard reset on your console yet? Press the Xbox power button for 10 seconds and then restart your console and try again.

    some services have been currently disabled due to so many people being at home and online this could be why. not saying it is why but its possible. also the person you mean it may be that they need to power cycle their console to get notifications(maybe)
    sometimes it needs a good refresh after long periods of being on.

    Open the Xbox Guide by pressing the guide button on the controller and select

    Settings.

    Select Network Settings.

    Select Advanced Settings.

    Under Change Settings select Alternate MAC Address.

    Select Clear.
