Grand theft auto: 4 the lost and damned DLC

Back in April of this year I bought the dlc on my Xbox series x for the lost and damned and have been unable to download it. Contacted multiple support agents and one even sent me the link to file a manual refund which was declined because the time had passed but tell me this, why have I not been able to download it once. On the series x and an Xbox one x and I haven’t played it because it’s physically impossible to even get it to download but I was refused a refund. I received no product, I paid for a product and have received nothing not even real answers as to why I can’t download it, the support agents are clueless granted some were truly trying and very helpful but no progress. From how I currently see it this is theft or a scam. Don’t labeled a product as purchasable when it’s broken or glitched and is unavailable to download and MANY people are have issues while some are able to download, I’m able to download the other dlc without a problem, it’s installed and I’ve played some of it but the lost and damned is apparently lost.
