its a 3080 with an i7 12th gen
as for cs2 i have tried running it on an offline server and the problem still persists

It would help know what GPU it is. The 2 games you mentioned are difficult to assess: Schedule 1 is early access so the issue may simply be because the game is not fully optimised...a lot of games suffer from issues in early access. CS2, from what I understand, is an online game so could be server side related.

NVIDIA drivers have been flaky since the beginning of the year.

Sometimes it's just difficult to point to what is causing a particular issue...for example, I have a 4090 and get a lot of stuttering in Starfield when I'm on a planet with lots of plants/trees yet every other game is flawless

for cs2 i have tried multiple times to verify the game files as well as reinstalling the games and even factory reseting my desktop
i have ensured that my drivers are all up to date

No it's a windows issue because on my desktop it can fully utilize the gpu
