I tried to install eFootball 2023 here on my end since I also have an Xbox One S and it works just fine which means it's not the games and it's your device itself.

The last step is resetting the console and removing everything, Gff. This will uninstall all of your games and apps but you can reinstall them later on.

We can also try some steps that might help. Kindly turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely. Unplug the console's power cable. Wait 10 seconds and then plug the console power cable back in. Press the Xbox button on your console to turn it on then try launching the game again.
