Goldeneye 007 not available to physical owners of Rare Replay. Why?

When I saw that Goldeneye was coming to Xbox, I was really excited. Especially when I saw that it would be included in Rare Replay, a game I was about to buy regardless. I bought a copy of Rare Replay, new in box, and could not wait for it to be included later. I assumed that it's inclusion would be added in a patch and function how the Xbox 360 games work, being selectable from the menu, but being separately installed app, switching active game when selected through Rare Replay's menu. The game comes out, I pop my copy of Rare Replay into my Xbox Series X, and it doesn't happen. Turns out, it isn't actually included in the Rare Replay game like advertised, it's in the bundle on the Xbox store with the same name.

I see no reason for it to be this way, as when Minecraft was updated to allow for crossplay, you would be granted a key to download the new version for free EVEN IF you had a physical copy. If it was impossible for Goldeneye to be incorporated into Rare Replay's software, why in the world would this not be handled in the way Minecraft was?

Please tell me, because I see absolutely NO reason why I and others should be excluded from owning Goldeneye in Rare Replay when I played THE SAME PRICE if not MORE MONEY for the same collection.

I saw a comment on Rare's official Facebook page that said Goldeneye 007 will be available for physical copies as well, so that is incorrect! The only thing that was not said in the comment was how physical owners of Rare Replay are to get Goldeneye 007 added to their copy of the game- which was the main reason for this question. It wasn't about "if" it's happening for physical owners, as a Facebook comment on Rare's official Facebook page already confirmed it is happening for physical owners. The question was regards to "how" it happens, because that much was not said on the Facebook page! That is the answer I am looking for- is the "how"!

They can if I put the disk in. I still have to have the disk in to select the XBLA games from the dashboard, so I have no idea why it couldn't work like that.

I wouldn't be complaining as much if I could buy the game by itself, but I shouldn't have to buy Rare Replay again if I want to play Goldeneye.

Because if you were on it digitally, they know that you’re on it and haven’t sold it, so they’re able to reward you those rights. They have no way of knowing if you still possess the disk

As the game has a standalone title, and not part of the mothership, that’s the way it works
