Pending Credits require one deposit cycle to process. A general rule of thumb is Credits pending on the 1st through 15th will be deposited in the end of month deposit. Credits pending on the 16th through the 31st will be deposited in the mid-month deposit
the following month. Since your last Credit event happened on the 13th, you should expect your deposit to occur in the end of month deposit coming up soon.

For help with the Microsoft Rewards program, you'll need to contact their customer
support.

You're not eligible, you bought it before the rewards came out. And had to buy it through microsoft.com

You'll need to post in the Xbox Rewards Questions support forum in order for support to check into it for you.

Keep in mind that credits are deposited by the following 15th or 30th of the month after you have at least 5,000 pending. So if you get to 5,000 between the 1st and 15th, they are deposited at the end of the month. If you get to 5,000 between the 15th and
30th, they are deposited by the 15th of the next month.

Sorry to hear you’re having trouble. Did you already redeem the code for Minecoins? Kindly note that it can take up to 24 hours before you receive the confirmation email with the code after redeeming points.

You can try to get the code from your Rewards order history. Please login to the Rewards page with your Microsoft account https://rewards.bing.com/, select Redeem, then Order History. From there, you can click on "Get code" or “Resend”.
