Gears Tactic on PC Game Pass have a Low Frame Rate Problem.

The Framerate drops to 30-40fps and does not increase when I set the low setting.

Strategy games are CPU bound, so changing your graphics settings will not affect performance very much. You'd need to upgrade your CPU

On my 5800x/3070 the benchmark locks to 60fps even set to unlimited, likely on purpose by the development team , . It's not a game where framerate matters, so you're fine.

I haven't played this game on PC Game Pass or Steam (it's not really my type of game), but if the game is running at a locked 60fps on Game-Pass but is 90fps+ on Steam, then from just this information alone, it looks like there is a frame rate cap in operation.

Is there any frame rate or V-Sync settings enabled in the options on the PC Game Pass version of the game? The overlay in the corner of your screenshot is from RTSS (Riva Tuner Statistics Server for those in the know). Have you locked the FPS in RTSS?
