Never received codes for Gears of War collection

I purchased Xbox S Gears of War 4 bundle.

Downloaded the game several weeks ago.

Have played Gears of War 4 online on 19/12/16.

How do I download the rest of the Gears of War collection for free? They are not showing up for free on the Store.

Codes for Xbox 360 versions of game after purchasing Gears of War 4

On December 20, 2016 I purchased Gears of War 4 from the Xbox store. I am expecting codes for Gears of War 1, Gears of War 2, Gears of War 3, and Gears of War: Judgement.

Thanks for reaching out to us with this issue. Currently there is an Xbox Live Service Alert regarding Purchasing and Content Usage across all devices.
This would cause issues buying items, redeeming codes or downloading any purchases you've made. If you'd like to be notified when the alert is over, simply click the link for the service alert above, sign into your account and click the green "Notify
Me" button. Its going to ask that you enter a 10-digit mobile phone number for a one-time only text to let you know when things are back up and running.

Upon purchasing Gears of War 4 before December 31, 2016, you are eligible to get the entire Xbox 360 Gears of War collection for use on Xbox One which includes Gears of War, Gears of War 2, Gears of War 3, and Gears of War: Judgement. Tokens for download will
be sent in waves through Xbox Live in-dash message system on your Xbox One, within one month of purchase or redemption.
