Gears of war 4 didn't get my Gears of war collection Codes either

Im in the same boat, I havent received my code for the gears of war collection either.

I have the same problem, I bought the xbox one S gears of wars 4 limited edition and I still don't have the code for the Gears of wars collection ....

You would have received the correct codes. As it states in the game's description: For a limited time, purchase and redeem your copy of Gears of War 4 and get the entore Xbox 360 Gears of War collection for use on Xbox One!

So the codes are meant for console use not, Windows use. Gears 4 is the only one that's available in the Windows Store, so there would not be a way to download the 360 collection through Windows.

Just to clarify, you get the Gears of War collection (1, 2, 3 and Judgement) with both the Standard or Ultimate edition of Gears of War 4. See here

You'll receive your codes for the titles within 1 month via an Xbox Live message. Codes are being sent out in waves, so it's hard to estimate a more precise time-frame (though they have already started to be sent out).
