Games with Gold- Hitman: Blood Money region locked Canada?

I was trying to collect my games with gold, and when I click on Hitman, the popup says:
Sorry This offer is not valid in your region. What is going on, why am I getting this now? I've never encountered this issue before.

Try going to Hitman: Blood Money

Are you able to get the game for free there? Just make sure you are signed in with an account that actually has a Gold membership!

It tells me hitman blood money is not available in my region. Can Canada not download it?

Thank you for contacting us about this issue. Have you tried to do a full shutdown. You can do this by either going into your settings, then power & startup, then Turn off or restart and finally full shutdown. Or you can try by holding the Xbox button on
the front of your Xbox for 10 to 15 seconds. Then retry downloading the game.

I'm trying to grab the game on my laptop, to the account.

 

The game is available in Canada so it shouldn't be region locked. Can you try from your console?

Have you moved at any time?

 

Console is currently not hooked up. I moved about a year ago, but just within my city.

I will try a different browser.

Edit: switched to Edge, it worked there. Originally I was on Chrome. Thank you
