Games in the Xbox PC game pass is stuck on signing in window forever.

• What was your last activity on your device before the problem started? Do you remember any changes to your device recently?
  

To further assist you, I would recommend that you try these troubleshooting steps below;

Method 1: Make sure you have a working internet connection.

Method 2: On your PC, go to Xbox.com and select Sign in. If there are problems with your account, the instructions will help you solve them. If you can’t go beyond the sign-in screen, select Forgot my password and follow the instructions.

Method 3: On your PC, open your Xbox app then sign out your account and sign in back. Then test again if you can open your games.

Sounds to me like they aren't signed in with the same account they used before. To download previously purchased games again on a new system or otherwise, they need to be signed in with the same account that purchased the game/s.

Xbox Companion App is for streaming games from an Xbox console to a PC. The Xbox App for PC is used for PC Game Pass, if you don't have Game Pass Ultimate or just Game Pass PC, you don't need to use this app as purchased games can be downloaded using the Windows Store App in Windows 10.

Yeah blocking used games is a real let down. Passing it off a sucky game to a friend and they are stuck with it forever.

I have bought the game pass for PC. Downloaded the app about 4 times now. signed up for windows insider to get all the upgrades ect ect ect. And I still cant log into the xbox app ..When I download a game it's stuck at press start. Nothing happens. Tried
several different games. Rolled windows back to previous version..Installed the app again. Same problem over and over ??
