    Most recent Beta build installed. Was downloading Forza Horizon 2 with clearly that annoying limit applied to speed. Had a bunch of games in Quick Resume. Both online and offline titles.

    Started one by one to quit all of them and, as expected, download speed immediately increased.

    Also, I'm really curious if this is behavior can be fixed or if Xbox can't differentiate an active or suspended games, in order to apply the bandwidth limit to downloads.

    downloading at max Speed siginificantly increases lag in online games. this is why gaming Systems will reduce download Speeds while gaming.

    Digital consoles only play digital games not disks

    If you just got the console you wouldn't have issues with quick resume
