gamertag change isn't free even though I haven't changed it before?

Hi, I hope you're doing great out there despite the issue that you're experiencing. I am an Independent advisor and I am here to help you in regards to your concern.

If there is a fee coming up it means that you have managed to change it for free before. One of the examples is on our Xbox 360 wherein we were asked to choose our own Gamertag, that's the free change.

The free change is only given if you were given a randomly generated tag when you created your account and are changing that for the first time. Since yours is not a randomly generated tag, you wouldn't get the free change.

However, if you haven't changed it in June 2019, you may be able to get a free change at https://social.xbox.com/changegamertag. I would recommend reading the new gamertag

It is only for New Accounts that are given random gamertags rather than user picked

Okay so you're telling me that even though I was hacked and they changed my gamer tag. I still have to pay to change it back?????? Because they used the free gamertag change.

you can change your gamertag at anytime at a cost

You do not get a free change due to the fact you dont qualify for one

Since you created the gamertag before 2013 you got a choice in your gamertag

The free change is only for accounts created with a randomLy generated name since yours isn't you already used your choice
