Gamer-Pic getting removed

Okay so here's the deal, I'm trying to set a custom gamer-picture but anytime I add it on, it gets removed. I have checked the guidelines for what is allowed and as far as I can tell, it does not break the rules.

I meant the ability to remove xb1 gamer pics if you remove your xb1 gamer pic it goes to your 360 gamer pic

Try waiting a while after you change your gamer picture, it may take a while for it to get verified and in the meanwhile can show your old gamer pic.

Right here you go, I've had this one for 2-3 months without it ever getting removed:

Whilst it may not be offensive (batman Adam West) you may not have had the rights to use it. As for using a stock gamer pic, I can't see why that would get remove. What does it say on Enforcement for the removal of both pics?

I’m having the same issue at the moment, I logged onto my Xbox the other day and my custom gamer pic has been removed and all my friends have default gamer pics, my friends can still see my custom gamer pic but I can’t see anyones

Edit: I restarted my console and I can see my custom gamer pic but no one elses
