Game share! Need help

1. We tried a quick power cycle but we are going to try a long one.

2. when she loads up the game it shows the multiplayer and champaign is locked and when you click on it it says to buy it and you can click on one of the two packages which are bother over like $40

There are two possible reasons for that:

First: Activision is often limiting Game Sharing on their CoD games, (usually DLC add ons and map packs that can't be shared).

However, which is more likely as other people reported this as a problem as well, the game incorrectly doesn't detect ownership of the full game after the Warzone update.

If a hard reset (i.e. holding the power button on the console for 10 seconds) doesn't help, the real owner of the CoD game has to sign in on your sister's console with the account that owns the game, go to the store, and re-download the necessary components,
like Multiplayer and campaign etc.

This sounds like 2 different issues to me

1.have you tried
power cycling her console?

2.What does it say when she tries to play mulitplayer?

You can only have one console set as your Home console at a time. So once he set another console as his Home, you lose access to his content. You should still have access to any games you purchased on your account as long as you're signed into Live, but
if you're still having issues you may have to try setting your console as your Home console (which is recommended).
