Game Services not working at all

About a yeat ago after a windows update (win10), the xbox app never worked again on my PC. Neither did any of the games or content i downloaded. After trying everything and anything i saw on the internet over the couse of a year, finally a few days ago a xbox support agent had me reset and repair game services, and the microsoft store from my system settings under "apps & features".
After doing this i was finally able to get the xbox app to download but only after a few tries, but now I am not able to download any xbox content at all, including the games i already own. I was able to get rainbow six siege working but thats only because all it had to do was link the ubisoft launcher to xbox account.
Everytime i launch the xbox app now it takes over 3 min to load, but once it launches there is an error code. Today I had an xbox support agent take remote access of my PC for over 2 hours going back and forth between system settings and privilages, trying everything in the powershell and any diagnostic tool he could use, all to come up short. His conlusion was there was nothing more he could do and that there was something wrong with the gaming services, even though in the services tab, all the necessary services are running fine.
After trying for hours with him today, my xbox app still throws me a code anytime i launch it. It bounces between two seperate codes but both of them are related to some sort of gaming service issue.
When I open a game to install it, it does not let me download with an error message that says "download gaming services", but when i click "download" the download actually manages to go though and i get a systems notification saying the services have been downloaded, yet no change in the xbox app.

this has not effected my games from steam or any other platform, it seems to only be an issue with the xbox app its self.
First, the app was completely not working for a year, but now that i can open it, i cant download anything.
Someone please help. Idealy i dont want to have to reinstall my OS but that seems to be the last resort. I have contacted many support agents and tried everything i could find online.
