Game packs i have brought and download haven't transferred to my new xbox

Based on the description, the DLC's you have purchased and installed from your Xbox One were not installed to your newer console. Let us check and see on what we can do to help resolve your concern in a timely manner.

If we may ask, can you search the Sims 4 game packs from the Microsoft store and able to download it again? Make sure to download and install the base game first before downloading and installing the DLC's.

So, I could transfer my Gamertag over to the new Xbox, then do the DRM transfer of the licenses, I could get all of my games, maps packs, basically any of the things I've purchased from the Xbox store on the new Xbox, and then I would just have to download
again?

No. It will transfer all of the Downloaded licenses over, making the new console the "owner" of all the DLC licenses.

Any stuff you download in the future will belong to whichever console you download it on. So if you downloaded a map pack onto your old console after you have transfered the license, you will have to wait to transfer that.

Oh wait only the same gamertag that downloaded it? That sucks

That only applies to the old console (after the license transfer), the new console will allow you to use the DLC on whichever gamertag you want.
