But if he uses his account for the game on PC, wouldn’t we not be able to play together? If I’m trying to use his account simultaneously? Additionally, he’s concerned this whole thing is going to erase all of his data. He has his Xbox live account associated with the game on PC already that he purchased through Steam.

If you cannot refund it in anyway, the only option i can think of is set his account as " Home Xbox " on your Xbox so you will be able to play the game on your account, okay? That way his account will still be the owner of the game, but it will be shared with all the other accounts on the console, being possible for your to play on your account.

To set the account as Home Xbox follow these steps:

Press the Xbox button  on your controller to open the guide.

Select Profile & system > Settings > General > Personalization, and then select My home Xbox.

Do either of the following to change the status of your console:

To make this your home Xbox, select Make this my home Xbox.

To remove this console as your home Xbox, select Make this my home Xbox and then Remove this as my home Xbox.
