As you have said he has done it twice, there is obviously some way to fool the system as in-game currencies are not usually refundable, especially if already used

As to being in breach of the T&Cs, yes he would be for fraudulent activity and, if Xbox take any action, then it would likely lead to a permanent ban of his gamertag. From the Xbox Community Standards:

However, your son would also be breaking the law as he is stealing from Xbox and Microsoft...he is getting the points for nothing so it would be no different than going into a shop, picking up a few items and then walking out without paying.

Is there a high chance Xbox/MS don't notice it and he gets no punishment? Yes. Does it make it any better? Nope. Stealing nearly £150 of product is no small matter...

Regarding what they are trying to achieve: Points like the ones being used can be spent in-game to get better things, presumably players etc...this then means they will have a better chance of winning when playing other gamers. Imagine a car: You want it to go faster to race someone else so you spend money upgrading the engine, exhaust etc. Now imagine if the car manufacturer allowed you to buy points from them which you could then redeem for better parts...you then find an exploit which allowed you to keep the parts yet refund the money..it would mean you got the parts for free. So you get a faster car for no outlay

My son’s friend came over for a sleepover with my son and without my permission purchased 12000 fifa points when asking for a refund I was told I wasn’t eligible for one and I would like to know why

Did they spend any of those 12,000 fifa points? If any of it at all was spent then that would make it not eligible for a refund.

So if they spent any of it then that would more than likely be why the refund was denied.

I was hit too it seems like everything is linked to A EA game. mine was FIFA 12 and 12000 MS points happened Oct 15.
