But having to wait a potential 14 years for a name is ridiculous, if they're inactive then they GT should be wiped; it won't have an impact on the other services they're using. If they aren't using the name, it should be removed and then they should get a
random generated one. That's why not long ago there was a huge wipe of the inactive ones.

No, there is not. If someone already owns it then it you will not be able to change your Gamertag to it even if it has no Xbox LIVE activity on it. Microsoft did a manual wipe of inactive Gamertags last year, but due to people selling them, they stopped
it. I am not sure if they will ever do this again but I would keep an eye on the inactive Gamertag and on MajorNelson.com
incase it ever becomes free or another wipe occurs.

To wipe it do a full factory reset. The account will still be able to be used on the other Xbox, without any loss of data.

Adding to this, just because it is inactive on Xbox, does not mean that the Microsoft account is inactive. As long as they keep using the account, then the gamertag will stay attached.

An account has to be inactive for two years now, before the account is closed.
