Free dlc not accessible without purchase

Discus and support Free dlc not accessible without purchase in XBoX Sales and Promo to solve the problem; I see this behavior often with EA games (Call of duty WW2 for example).     I see this behavior often with EA games (Call of duty WW2 for example). Personally I think that the only way to get the DLC's is by purchasing the GOTY edition.

    Why is it available on 360 and not on xbox one? I have a feeling it was accessible on xbox one until the GOTY edition came around, then someone decided to remove them to support the sales of the GOTY version. That still does not justify to put free content
    into a priced bundle.

    If thats EA doing then they should not say it is a free dlc for everyone and anyone on the supported platform (360 and xbone) and later they force you to purchase additional content as this feels like false advertising not to mention that normally stuff
    becomes cheaper over time as demand declines. So if something start as free...

    To be honest I would die to hear an official statement from a Microsoft rep on this.
