Fraud on xbox account

So begining January 2021 I had an unauthorised purchase on my profile for xbox gold. After making sure all my passwords were changed and authenticator switched on(thought it was already) I contacted live chat and explained situation. Given link to request refund. Refund refused as the digital down load had been used. Explained that it was not myself using code but fraudsters. Got reply digital downloads can not be refunded if already been used.

Each time I contact live chat I get assurances they will sort it but finish up making note on account and sending me away to contact someone else and then the cycle repeats.

Got a call back and the agent said will just put me on hold whilst they bring my details up...... 50mins later still on hold, I had to hang up as I needed to physically leave house and go to work.

PayPal not interested as they said Microsoft should refund.

Spent way to long going round in circles with this as the victim while the fraudsters are having fun at my expense.

Is there an email that is monitored or a physical address that I can write an old fashioned letter to so that I can get my refund sorted or as I'm not unreasonable that the old code cancelled so fraudsters can not continue using it and a new code supplied to me so at least I can get some use from the item I'm forced to pay for?

By the way xbox profile is the only account that fraudsters have ever managed to hack no issues from banks, email or any other shops that I have accounts with although to be safe I changed all security and different passwords just in case, a lot of new passwords to remember but worth it for peace of mind.
