forza horizon 5 wont open on steam

Hey there, I have tried most everything I can think of. I have reinstalled steam, I have done a clean boot, I have reinstalled Visual c++, disabling overlays, updated everything, disabled overclocking, set high performance, set high priority, ran the game as admin, closed background tasks, tried windowed borderless mode, and I'm sure my system meets the requirements. What I have not mentioned I have not done because I either tried and could not figure out how (like reinstalling directx without messing something up), or I'm almost sure is not a problem (like disabling my firewall). However, I do notice that, for some reason on task manager, the game appears to be in efficiency mode while its running before the loading screens, and I can't seem to turn that mode off. Could that be the problem? I'm running out of ideas and out of patience with this game, lol.

We understand that you are having issue on Forza Horizon 5. As per description, it won't fully boot or open on steam. You have tried deleting and redownloading the game and perform other basic steps and even updated the newest driver version of the PC, but still the problem persists. Let us check on this together and sort this out. We will do to the best in our capability to assist you with your concern and help you back to gaming.

Let's try to do these steps below. If you have not done this before, we suggest following the fixes. Make sure that your Windows are up to date.

1. Right click the Forza Horizon 5 icon in your Steam Library.
   
2. Go to Properties > Local Files tab.
   
3. Click Browse Local Files.
   
4. Locate the game executable of Forza Horizon 5.
   
5. Right click it and go to Properties.
   
6. Click the Compatibility tab.
   
7. Check the Run this program as an administrator box.

1. Check System Requirements
   
2. Update Graphics Drivers
   
3. Force Use Windowed Borderless Mode
   
4. Update Windows
   
5. Close Background Running Tasks
   
6. Run the game as an Administrator
   
7. Set High Priority in Task Manager
   
8. Reinstall DirectX (Latest)
   
9. Disable Windows Firewall or Antivirus Program
   
10. Set High Performance in Power Options
    
11. Close the Game from Background Apps
    
12. Update Forza Horizon 5
    
13. Disable CPU or GPU Overlocking
    
14. Try Disabling Overlay Apps
    
15. Perform a Clean Boot
    
16. Reinstall Microsoft Visual C++ Runtime
