Forza horizon 5 really laggy on mid range pc

I have a core i5 9400f gtx 1650 and 8gb ram and trying to run forza horizon 5 however its constantly freezing and being very laggy on even the lowest of settings. my graphics driver is fully up to date and cant find a fix. I have read up on it and i should be able to run the game at a stable 60fps on medium- high settings so why am i having such an issue.

Forza horizon 4 is OK too. But I bought it.

And Forza horizon 5 uses Game Pass.
