Forza Horizon 4 Stuttering

My specs can run the game on Medium at around 60fps fine, however, when exploring new areas, my fps rapidly drops for a very short time then goes back up to 60fps, is there any way to stop this from happening? I really do not want to go around the whole
map trying to get rid of the stutter. I am certain this is only for new undiscovered roads and areas as when I backtrack on these roads I do not experience any lag at all.

A couple of things that I can suggest you may or may not have tried. Perform a cold shutdown/restart of the computer. If that doesn't help then try uninstalling/reinstalling the game. You might also try resetting your network equipment (modem/router).

I have good internet at home (100 mbps) but I was let down by the router only using 2.4GHz WiFi. I have since changed it and it now supports 2.4 and 5GHz. I am getting 60mbps at 5GHz on a Samsung S10+ and still struggling with stutters. Tried Gears 5,
Just Cause 4 and Forza Horizon 4 and all stutter to a point that is not really playable. I hope they can somehow fix this.
