Sorry to hear about your Forza issues, let me see if I can help:

• Have you attempted to move the game back to the HDD and see if that helps? This might help us pinpoint an installation issue
  
• I would also recommend engaging the team at Turn 10 for assistance as they support and troubleshoot this game Forza Support | Turn 10
  
• Looking at their known issues, they have a piece calling out this exact issue they are working on

• Crash - PC - When entering a Speed Zone or Drift zone players games will crash

Good thing you have shared what causes your issue, in that case, kindly follow the steps below to downgrade the downgrade of your Windows 10. Please confirm to us if the issue is resolve after downgrade so you may address this concern to the right people. Otherwise, we'll provide other troubleshooting you can perform.

We don’t recommend that you remove any installed updates. However, if you must remove an update, you can do so in update history.

1. Select Start > Settings > Update & Security > Windows Update > View update history > Uninstall updates.
   
2. Select the update you want to remove, then select Uninstall.
