Forza horizon 4 crashing on startup screen.

I have been having a problem with forza horizon 4 crashing on launch. It shows the splash screen and then after some time it crashes. This is what I got from the event viewer:

The program ForzaHorizon4.exe version 0.0.0.0 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Security and Maintenance control panel.

I also noticed that, on the xbox beta app and the windows store, all dlc shows as installed except for the car pass which shows as owned. When I click on install on both the app and windows store it goes through a process and then just still has the install
button and still just shows as owned. Also when I look at all the individual items in the windows store it shows them all as launch except for the car pass which it shows manage. I have restarted my computer several times. Everything is up to date on windows.
I've reset the game. I've reset the windows store. I've reinstalled the game. I've tried launching the game from the app icon, the windows store, xbox console companion, and xbox beta app. Nothing works. It seems to be an issue with the car pass. After yesterday's
update 04/16/2020, I was able to run it the first time, but it has been crashing ever since then. I originally had the game through the game pass, but bought the ultimate edition about 2 months ago and cancelled game pass a few days ago. If anyone knows what
the problem is, please let met know.
