Forza Horizon 3 Ultimate Edition should be playable already in my region but it still tells me ...

I preorded FH3 Ultimate Edition and I downloaded it on my PC and Xbox One. Its now 5 am in germany on the 23th and it should be playable but on PC and Xbox it tells me Im to early. People in my FL also located in germany are able to play it already.

I really want to play it.

After some further Googling, I have found the follwing at

We also want to let fans know that we will be offering a Forza Horizon 3 Expansion Pass for $34.99. The pass includes two expansions with the first being released this holiday and Ultimate Edition owners will receive a discount of $10 if purchased before

So for anybody wondering like me, it is a separate purchase.

 

Forza Horizon 3 Expansion Pass... Ultimate edition bought but price 35$ instead of the announced 25$

As in https://www.microsoft.com/en-US/store/p/Forza-Horizon-3-Expansion-Pass/9NBLGGH4T5FT states 34,99$ but as a Ultimate edition owner, the
price should be 24,99$

On horizon forums some people see the discounted price, others NOT, this looks like an store bug?

i've got an digital ultimate edition so i know xbox store KNOWS i own the cited edition...

why is not appearing the announced price?
