In Forza Horizon 3 I recently have lost 17,000,000 dollars out of no where. They just randomly disappeared. Can I get these back?

Sorry to hear it. Unfortunately, as this sounds like an in game issue you'll need to contact Turn 10 studios for more assistance.

I dont believe they will credit it, since ive had a similar issue with Forza Horizon 3 and they told me they couldnt re-credit something once it expired
