Forza horizon 3 and 7 will not download

Before upgrading to windows 11 I uninstalled all games, changed the main HDD storage to a SSD then performed the upgrade. Now trying to reinstall Forza Horizon 3 and Forza 7 It sends me to install the xbox app, then I click to install said games to only put the launch icon in the app section and does not download the programs. I always have the install option in the xbox app even though windows 11 says hey its installed. Never a issue when it was downloaded direct from the Microsoft Store. I was set with admin privileges in Windows 10 before the upgrade. No issues installing steam, epic, or my MMO's I play.

It was a console bundle, including forza horizon 4 and forza motorsport 7 (digital download codes). I can see the motorsport in the order history, but horizon isn't there.
