Forza Horizen3 saves problem

Hello, recently i encounter a serious problem that says "too many saves of this file type" when I play forza horizen3. I searched the forzamotorsport fourm to find a solution. The official
staff said the only way to get around this is to delete my save from EVERYWHERE.

Steps:

PC -

1) Make sure your PC Offline Permissions is set to ON

Open the Microsoft store.

Click on your profile Image and then click settings.

Make sure your Offline Permissions is set to ON

2) Disconnect your PC from the internet.

3) Go to your Windows 10 Settings --> Storage --> Apps & games -->Forza Horizon 3 -->Advanced Options -->Select the "Reset" button.

4) Start the game, start playing for a few minutes to create a new local save

5) Connect back to the internet.

So I reset my progress using the same steps as above. When I enter the game again，it ask me which save I want to keep, either Cloud (older) or local (newer), I seleted local (newer). But I still get the “Too Many Saves”
message, even though there are only two cars in may garage. I tried again , but still the same problem

And I noticed that there are 1900 folders in C:\Users\\AppData\Local\Packages\Microsoft.OpusPG_8wekyb3d8bbwe\SystemAppData\wgs\000901FB0EA3EE62_1902010095754C2B99163D664CE1DFAB after sync. where
so many files come from？

I thought the save in cloud is not completely deleted, there is a high probability that it still retain some corruption issues or ghosted data.

I have submit a ticket in https://support.forzamotorsport.net/ but they have no way to solve this problem. So
I am looking for help is there any way to delete all my saves in the cloud ?
