Forza 4 remote play trouble

You need to log in to the account that purchased the content on the console and look for the DLC in the store. Only Forza is available with Game Pass

When do you look for the DLC in the Microsoft Store app on your PC ask to buy it again?

Open the app, log out of your account in the upper right corner, clear the store cache, login to your account again.

Type ''WSRESET' in the Windows bar and run as administrator, wait for the black screen to close, and open the store automatically.

Any idea why it doesn't show up on Xbox Series S gamepass as available content?

correct. I only have one microsoft account so I am logged into that on the tablet that's accessing FH4 through xbox.com/play and in game it asks to purchase the LEGO DLC, therefore shows it as locked. Whereas my laptop of desktop where I have FH4 installed and the DLC's its fine.

-just to clarify, I am launching FH4 off xbox.com/play (the cloud streaming service) which has my DLC not accessible. The other devices are fine, and I am not remote playing FROM a console or windows 10 device etc.

Actually this is true, BUT now that I think about it, when I looked into downloading the game on my Xbox Series S, the lego DLC wasn't showing up as available either. It was only the base game and drift pack DLC available.
