Thank you for bringing this issue to our attention. The ability for parent accounts to manage the cross platform settings of a child account has not been implemented. This is a feature Microsoft is interested in adding. This feature was supposed to be added
on the most recent update. However, the feature has been delayed until further notice. We will be informing everyone on the forums of the feature once it has been added. We hope this helps!

We have an update on the situation. There was an update that was issued today which includes allowing parent accounts to enable cross platform gaming for a child account. We recommend updating this
parental setting on the console or our website. Be sure to keep us updated!

this link Epic changed how purchased Vbucks work over cross platforms.

"Why don't all of my V-Bucks transfer across platforms?

V-Bucks purchased on Nintendo Switch and PlayStation 4 are only available on the platform they are purchased on. All other V-Bucks, are available across platform."

I would suggest you
contact Epic Games and confirm this is correct before purchasing any Vbucks you want to transfer between platforms.
