For the developers admins whoever is in control

It's not as simple as just saying "we should make this backwards compatible", even if they wanted to. There is also the issue of licences and, in the case of this game, it's unclear if anyone still owns the licence to this game as Backbone (the developer) merged with another company (Foundation 9) and then that company was dissolved.

Any Backwards Compatibility now is solely down to the Developers and/or Publishers of the specific games to make a remaster etc. Capcom were the Publisher so maybe try messaging them:

I wouldn't expect any sort of traction though unless thousands of people were requesting it and it was commercially viable

Hello IamLegend15, unfortunately, as announced before by Microsoft, games will no longer be added to backwards compatibility.

Any decisions have always been down to the publisher. The developer has no control over such things unless they have a contract with the publisher granting them that (unusual)

I feel if Capcom wanted to republish it, they probably would have included it in the Street Fighter Collections. You can get Super Street Fighter (yes I know its the arcade) in Capcom Arcade v.2, I believe it's currently on sale for $0.99

You should redownload Counter Strike: GO, and if that doesnt fix it, you might want to take this issue to the developer forums, at www.Steam.com or whoever is the developer.
