For some reason I am unable to enable modding on Skyrim Special Edition PC.

If you are playing the game pass/Microsoft store version, the only mods you can use are the ones available in game. The game is encrypted, and cannot be modified by the end-user.

As mentioned by the others mods is not allowed for minecraft on Xbox.

There is some games that allows mods like Skyrim Special Edition, Fallout 4, Farming simulator.

But they are all tested by the developers before release.
