As per the Store page; https://www.xbox.com/en-US/games/store/microsof..., Microsoft Flight Simulator Premium Deluxe is also playable on PC so you should be able to download and play it on your computer.

For now, there is only the premium deluxe bundle of MSFS which already includes premium deluxe upgrade : Buy Microsoft Flight Simulator: Premium Deluxe - Microsoft Store en-CA

But if there is any change in the future, you can get updated here: Microsoft Flight Simulator | Xbox

You should be able to just download the game from the Microsoft Store using the account you used to activate the licence for the game on.
