Flight Simulator completely stuck in Content Manager

I'll be as specific as possible here: I just bought a brand new Alienware Aurora R11 primarily to run the Flight Simulator. I have it installed on my MSI Raider laptop but I wanted it to run 4K from my
TV without heat throttling.

It is now stuck on the Content Manager at the very beginning. It keeps flashing between "Please Wait" and "Downloading asobo-aircraft-b787-10-0.1.35.fspackage" I have uninstalled and reinstalled, manually
deleted all the downloaded files from "steamapp," rebooted, installed updated drivers, etc.

Hitting the "pause" button doesn't work. Same spinning circle. I have to kill the app via the Task Manager

The machine is hardwired to a strong Ethernet connection. I bought and downloaded the game on my laptop the night it came out with no problems whatsoever...it runs on it just fine.

It was recommended that I delete the AppData/Roaming folder after uninstalling, then rebooting and reinstalling. Same problem. And that folder goes right back to where I found it. \

I bought an entirely new machine for this sim and I have never seen a problem like this in my years on Steam. Please help.

You explanation sound reasonable, thanks! After an incomplete installation, I removed everything (Steam App, Package Data, Roaming-Profile). A new installation is not possible, the problem is exactly the same as in the original question. I remember having
played around with the network-data setting after the first incomplete installation.

Does anybody know where the link to the Microsoft account is stored? Even after the complete uninstall, I am never asked again for my Microsoft account.

If the download does not even start and keeps flashing between please wait and the very first file, the issue for me was that i have turned off the network data on the game that i have already installled on another PC. The game is syncronyzed to Microsoft
Store, Game Box PASS App and your Microsoft account! So I entered to that other PC inside the game, enabled the data option that was turned off, and the content started inmediatly to download in the second PC! It was stucked cus of that. Hope this help.

Yes there is adequate space on the internal ssd.

The issue is happening through Microsoft flight simulator file manager, under content manager. The file starts to download but when it reaches certain e.g. 35%, it's starts from 0%.

Installed update 1.8.3.0, but no changes in the content manager. Still offers a 80GB download for the main flight simulator component (premium deluxe) without ability to check the box. It can't be activated. This sucks.
