Flight Simulator 2020 download stuck looping on a file

I purchased a boxed premium copy of FS 2020 when it was released. Installed it and it worked fine up until the latest release...

Microsoft decided to link this to XBox on the PC and this is when problems started. Despite trying all possible solutions, I just always
had problems either downloading or decompressing files. I then reinstalled my PC (drive format, reinstall Windows 10 Pro and restore data).

On my "new" PC, I reinstalled Xbox, Game services and FS 2020. The installation went fine and then Flight Simulator started downloading updates. It downloaded
fast (I have a fast connection) and decompressed about 50% of the 365 files required properly, and then would keep looping from 0 to 4% on this given file. I quit the software, removed the corresponding .part file from the download directory (which is on my C: system partition, on an SSD drive, so no issues there), did a reboot and reloaded FS.

Now when I start to download updates, it tries to download this file, but shows 0 bandwidth (0.00 Mb/s), no progress, despite my PC's Ethernet connection working properly (I can access Internet fine and fast from a browser). I tried going through all the suggestions stated here:

But this made no difference, even after a reboot. FS now just stays stuck on this file, not even looping after loading a few % as before.

I have spent more time trying to install this latest update than flying in FS. Really frustrating, so any help would be great ;-)

Mate, I'm glad you're able to solve it and I appreciated you share with me the path.

A lot of gamers, as I mention, are having the same issue, I do believe Microsoft will notice this and will manage to fix their servers traffic.

WSmithGVA, might be or the xbox app or Flight Simulator on the server that could be also the issue.

Have you tried to report this to the Flight Simulator team?

They stated that they were looking into the problem.

Seems to have been some issues with the MS servers. Anyway, I tried again later, using a VPN, and FINALLY managed to download the latest content (at a slow speed, took all night).

As I was using a clean PC, I didn't want to follow all of the usual recommendations that have been posted. Outcome shows that the problem lies on Microsoft's side (wonder how many people have spent hours like myself trying to tweak their PC, when the problem was with the lame FS update installer?).
