Sounds like a server issues on the developers side. You made need to check there support page.

Are you on Xbox 360 or Xbox One?

There is currently a service notice from Rockstar for the 360 version of GTAV

Sorry to hear you are running into this problem when launching your game. Is this going on in the Xbox One or on a Xbox 360 console?

I would advise some basic troubleshooting to see if this helps.

Go ahead and
Physically Power Cycle your console along with Power Cycling your Network equipment. you are simply going to power off your Modem/router for about 1 minute. Once the minute is up, Power your modem/router back up and wait another minute (or until your services
are back up) to power the Xbox Console back on.

Give this a try and let us know of any changes.
