Your best bet is to go with FIFA Street released in 2012 since that's the most refined street football game to date.

I like fifa street ... Havent played fifa 12 so it took a while to get used to the controls ...

I have seen that this years FIFA 20 does have a mode which is quite similar to FIFA Street and its called VOLTA

Fifa 20 will be getting a fifa street mode.
