Family settings issue

I have tried online chat but can't resolve the issues.

I have a child account linked to an adult account however for some reason I can't access the child account. When I put the details in it asks for the adult to sign in which I do. But it just goes back to the home page

We have tried to remove the child account from the family but it won't let us

We have tried to change the child account to an adult by adding a credit card it won't let us

We have removed all accounts from the Xbox on and restarted it but still the same issue

Sorry you're having so much trouble. I'm going to start with providing a link to a page that has some information: Parental
Concent because it provides some answers to the question you have, but I'm not certain that it might fully resolve your issue, so I'm going to recommend a few additional steps.

I'd say to start on a PC in the browser at account.microsoft.com Add your family accounts in via your parent account first and make sure all is set up properly from there. If you have to sign into their accounts for validation, then I'd recommend signing
in to those accounts in a wholly different browser or in InPrivate/Incognito browser mode so that it doesn't auto sign in other accounts or store those credentials.

It might also help to sign into account.microsoft.com with the child account(s) you're having issues with to make sure that everything is properly configured there as well.

When managing the accounts on a console, sometimes it can help to sign in the accounts with seperate controllers, so you can easier keep track of what account is managing what inputs and actions.
