Family settings interfering with Xbox?

Just to confirm, are you signed into the correct account?

Would you mind try to manually sign in to your account and use Browse InPrivate in Microsoft Edge?

In any case, you where still having same issue, please provide details to the following questions below:

1. May we know if you were on a legal age in your present country / region? Does it matches your information in Microsoft Account's profile?
   
2. May we ask if you will be able to access your - Xbox Privacy?
   
3. What device are you using in attempt to purchase (PC, console, mobile)?
   
4. Can you remember setting up your account on console?

Could be possible that someone in your household has been interfering with your family settings (there's an option that outlaws user created content) and that's what's causing the problem rather than your lack of gold membership.

Without an adult account setting specific permissions,
that might also be interfering as it defaults to setting for a child account. Having an adult account adding you to the Microsoft Account family is the best way to ensure the settings for the account are configured in a way that you're comfortable.
