May I ask what is happening or if there are any error messages when you are trying to change your Privacy & online safety settings?

In case you cannot change the settings of your account, it could be that your account was setup as a minor or a child. But first, try if you can change it using a different device via https://account.xbox.com/en-gb/Settings/Home then go to "Privacy & online safety" tab.

From there, try to change the settings again to allow it or set it to "everyone". In case you are having problems, I suggest to check via https://account.microsoft.com/family page to see if you are part of any family group. In case you are in a family group, ask the organizer or adult account to change the settings for you in order to adjust the restriction.

I'm sorry if you are having issues adding your friend on Xbox 360. Based on the image you posted, you are getting this error due to safety restrictions from the Organizer or the Family. Hence you are requested for the organizer to login with her account.

If you had forgotten the password of the Organizers account you may follow the link below to recover it

Once password is changed you can have the organizer login or remove the restrictions for you

Adjust Online Communication Level

Organizers in the family group can view or change how members can communicate with other players while they’re online. Organizers can also customize whether members can follow other gamers.

1. Open the Xbox Family Settings app on your mobile device, and then go to Settings.
   
2. Select the Social tile to view or change how members can communicate with other players while they’re online. Organizers can also customize whether members can follow other gamers.
   

Note Some games allow for cross-network communication with players outside of the Xbox service. To adjust these settings, select the Cross-network play tile, and then select the communication level for the member in your family group.

Xbox 360 Friends list may appear on you Xbox App if added via Xbox 360

And if friends are added vis Xbox App they will not appear via the Xbox 360

So, you need to add them Via the Xbox 360.

This goes the same thing as the Xbox One and Xbox 360 friends

In order to fix your issue, you will need to add the accounts you created for them as members instead of organizers. When you add them as members due to their date of birth, since it's a minors one, they will automatically be added as children accounts.

You will need to make your account the organizer; in this way no one will be able to change their settings except for you.

That means that a different family organizer added that members and only that family organizer can remove him, this is a safety measure

I'm sorry you are experiencing issues accessing multiplayer features on Minecraft.

If the Xbox Family Settings app is not available in your country, your parents/guardians can manage your account permissions via the Xbox website.

To do this on a browser:

- An adult will need to sign in at https://account.microsoft.com
- Scroll down and click on "Family"
- Select "Add a family member"
- Here your family organizer can change age filters and restrictions for your child account.
- Online safety and privacy settings can be changed by the organizer's account at: https://account.xbox.com/settings

The following settings need to be enabled to allow access to multiplayer features on Minecraft:

- You can join multiplayer games
- You can join cross-network play
- You can create or join clubs

This can also be done on an Xbox console by signing in to the family organizer's account and going to Settings > Account > Family Settings > Manage family members.
