Falsely Xbox message reported.

So i was playing Grand theft auto 5 and I just joined a lobby in which at first sight was normal when I appeared in the LS car meet. Problem started when I got out of the LS car meet to start enjoying the game, but couldn't cause the first thing I saw was an individual doing a killing spree in which is something uncommon ... Killing players and none could kill you? That's unlikely to happen specially when the majority now in days got tanks , MK2 bikes you guys get the idea. It got to the point that I decided to choose me and to survive i chosed to use the RC banditto and the RC car if one of them got destroyed then I switch to the other. I was on my way to killing this individual the username is an Xbox user...named [mod removed] so, as i was on my way i was distracted with another player at the beach and killed them once , then my RC tank banditto drowned since I was paying attention to the guy I killed on the beach RC car. It came to the point that I appeared back on the map and the guy who was killing everyone was near me which I reacted fast and pop up my RC car so he doesn't see me on the map, it worked and actually killed the guy on the beach with the rc car , apparently after destroying the car I could normally switch back to the RC tank but the player was to close to me which instantly went after my RC tank which later on will blow my cover since I needed to wait a couple of seconds to be able to use one of the rcs, player destroyed my RC tank on a mk 2 next thing I know he was right next to me when I pop up on the map and killed me , when I appeared back on the map I was ready to take them but couldnt see them on the map even that he didn't call Lester to get off radar, i saw him near me tried shooting them but no damage whatsoever. Now the only way you can't be seen or get damaged, or even killed by any players (players he was constantly killing) is by being on God mod. So after he killed me the 2nd time I decided to go on passive to confront them by in game text , i told them the classic " poor you can't get a kill without being on God Mode" in which he replied "stop hiding" then he went back to killing others in which I told them that I was live recording everything which make him stop killing people , i also told them I recorded everything and that I was going to report them with rockstar in which they replied that I was supposedly on God Mode as well but then again how come he kill me in the first place if I was on God Mode , he then said "because I was wearing a diving suit I was using God Mode , again i replied then how come you kill me twice if I was God mode , he just ignored that fact completely and repeated that "I used it as well bye" i then reminded them that everything was recorded to stop the "cap"... Stop lying about it , then since we need to wait like a minute to talk again on GTA in game , i decided to send them a warning in which was recorded , i was live and everything about the warning was true since people from the live was in lobby as well who also got killed by them... This is what I wrote to them... "Just so you know i got people monitoring your account say goodbye to it if you use god mode again. Im talking about people from rockstar, they got your ip no matter the account you use they will detect it. Play fair!" After I send this warning they apparently reported it because of what? Me being straightforward with them? The warning is not saying "they coming to your house and harm you" the message is very clear and the "no matter which account you use" part is because at the end in the in game chat they were bragging about having multiple accounts in case they get banned. So the part I don't understand is why Microsoft put an enforcement without they actually searching for clues or what's behind each message because is very unfair that good sport players are sanctioned or punished for doing basically nothing now I can't even contact anyone even that is for a couple of hours is not fair!
