Fallout Tactics FT Tools won’t open error 0xc0000022

I recently installed Fallout Tactics and enabled mods so I could create my own custom character with a custom image and character background. To do this, I need to access and open the FT Tools.exe program. However, when I attempt to open the error I receive this error: 0xc0000022. I have tried every nearly every solution to fix this error and I changed the security permission to access this program but nothing works. This is really frustrating as the game is advertised as supporting mods yet the one program needed to mod and make custom maps and missions doesn’t even load properly. What am I missing to fix this error?

After some trial and error, I figured out how to fix the error for the FT Tools.exe. I changed the permissions and added my account to all 3 of the DLL files and now the Tactics editor runs perfectly. I can’t believe I didn’t think of that sooner. Thanks again for all your help and hopefully this helps someone else who needs to use the editor for Fallout Tactics. I’ll still post Bethesda’s response here.

Thanks for the assistance. Unfortunately, the boxes for legacy and direct play were already checked. I’ve reached out to Bethesda as well to see what the problem might be.

Please try to carry out the solution below.

Go to the windows search bar and search for 'windows features' find the folder 'legacy components' mark it and also the folder inside it 'directplay' click ok and wait for the scanning process to finish, after that try running the application that was giving an error.
