External HD keeps turning on in standby mode

If your Xbox has instant on, then yes its quite normal, it's verifying the game versions to see if there are updates for the games on the disk.

But it is not installing or updating anything, I've set it to not update without my approval. . It is just like checking the HD, is starts and works only about 3 seconds then turns of again. It keeps repeating this process every 5 minutes or so. Is this
normal? Even without updating?

It is checking and installing for updates when your Xbox is off. That is normal if you have your Xbox set to Instant-on.

You could set your Xbox to Energy-saving and check the
When Xbox is off, turn off storage option under Settings > General > Power mode & startup.

I have over 700 games and apps on my 8TB external drive and I hear it all the time.

As far I have seen on mine, that's normal, it's doing the same thing here when it's on that standby mode and automatic updates. It is just checking the installed versions with the ones online and if they match it wont do anything else and turn off again.
I also had the feeling something was wrong but it ain't, don't worry. If you don't trust it, then just set the Xbox to complete shut down after you switch it off, bu then it will take some time to start up from the beginning logo and such.

the reson (problem) is,

the xbox dont turn of power from usb, thats for loading device over usb.

so, some usb drives can turn them off even if the usb port is on power, some not.

most can`t

so, its normal
