In order to fix this, kindly try to clear your alternate mac address on your Xbox series X console, here's how:

Press the Xbox button to open the guide.

Select Settings.

Select Network.

Select Network Settings

Select Advanced Settings

Select Alternate MAC Address

Select Clear

Then try to disable and enable the remote features on your console

On the console, press the Xbox button  to open the guide, then go to Profile & system. Make sure you sign in with the account that you use to sign in to the app.

Go to Settings > Devices & connections > Remote features.

Turn off Enable remote features.

In the mobile app, go to the My Library tab > Consoles, and then pull down to refresh the list of consoles. The console you’ve disabled should be removed.

Turn on Enable remote features.

Then check to see if you still need to set up your console once you use an Xbox app.

I have ensured that both the console itself and the xbox app are up-to-date (rechecked multiple times), but the app persists in giving me the error of "Can't stream because either the xbox app or your console needs to be updated. Make sure they're both up
to date and try again" when I go to test streaming..

The link takes you to a page with a different error code. I have been experiencing the same thing. My Xbox One is fully up to date, the apps are up to date, there is nothing wrong with my network connection. The console has been shut down and rebooted multiple
times, my Xbox Live account is still active....I'm a little loathe to do a factory reset because it means downloading all of my games and apps again.

It would most likely if you have instant-on enabled with keep my console/games/apps up to date and when xbox is off turn off my storage unchecked...

If you are using the Xbox One console and the software up to date then this app will already be installed your console. Please check in the apps section of My Games & Apps hopefully you should notice it there.
