I am only interested in joining the Beta; do I have to register to the Insider Program?

In order to play multiplayer with friends, you will still need an active Xbox Live Gold subscription. Even though you are using a PC, the game is being played over Xbox Live servers and that Gold subscription is what will allow you to play multiplayer with
your friends.
